(1) Vendor needs to provide strategic plan development services.– Establish a shared vision and priorities for the county, guide county departments, and support coordination with the county’s elected officials and partner agencies.– Engage members of commissioners court, elected officials, department heads, employees, residents, the business community, and other stakeholders to create the plan.– Strategies and initiatives for each objective, including a two (2) year action plan for initial implementation – Consultant shall prepare and carry out a stakeholder engagement plan that identifies each stakeholder group, the purpose of its participation, and the methods to be used.– A strategic planning steering committee, staffed by the consultant, that includes a representative designated by each member of commissioners court, key department representatives, and others designated by the county(2) All questions must be submitted no later than November 12, 2026.
