(1) Vendor needs to provide consultant services on an as needed basis to the government authority located in Woodstock, IL. – Assist with the establishment of agency including incremental property tax revenue projections, a gap analysis and a financial feasibility analysis of the proposed project. – Phase 1 – Analysis and final report:• Project initiation• Boundary review• Eligibility study• Redevelopment plan and project• Incremental property tax revenue projections• Gap analysis• Financial feasibility analysis– Phase 2 – Statutory establishment process• Making the final eligibility report and redevelopment plan available for public inspection.• Preparation of the ordinance fixing the public hearing date and the required notices.• Establishment of the interested parties registry and any public meeting.• Presentation at the public hearing and responses to written and oral comments(2) All the questions must be submitted no later than October 14, 2026.
