(1) Vendor needs to provide police department promotional assessment center services to the government authority located in Lubbock, TX. – Independent consultants or firms to develop, administer, score, and support promotional Assessment centers for the Police Department.– independent consultant capable of providing a consistent, secure, objective, job–related, valid, reliable, and professionally defensible Assessment Center process that complements the City’s Police promotional examination process and provides qualified candidates a fair opportunity to demonstrate their readiness for promotion.– The promotional system utilizes an Assessment Center component in addition to a written promotional examination and, where applicable, a Performance Review.– The Assessment Center is to enhance the promotional selection process by providing eligible candidates a fair and structured opportunity to demonstrate the job–related knowledge, skills, abilities, competencies, and behaviors that serve as indicators of successful performance in the promotional classification.• Police Sergeant • Police Lieutenant • Police Captain • Assistant Police Chief • Other applicable Police Department promotional classifications as authorized by the City • Review applicable job descriptions, organizational information, policies, procedures, promotional requirements, and other materials provided by the City. • Conduct or utilize an appropriate job analysis or competency–development methodology to establish the job–related basis for the Assessment Center. • Develop Assessment Center exercises appropriate to each classification. • Establish standardized candidate instructions, assessor instructions, scoring criteria, rating scales, and evaluation materials. • Recommend the number and type of exercises necessary for each classification. • Develop alternate exercises or materials when necessary to maintain examination security. • Establish procedures for consistent and objective administration of all exercises. • Recruit, recommend, train, and/or coordinate qualified assessors as required by the City. • Provide assessor orientation and training before candidates are evaluated. • Administer and monitor all Assessment Center components. • Provide documentation explaining the scoring methodology and calculation of final Assessment Center scores. • Provide documentation necessary to support authorized administrative, legal, procedural, or audit review of the Assessment Center process. • Maintain sufficient documentation to support the validity, reliability, consistency, and defensibility of the Assessment Center process. • Provide post–assessment reports and other documentation required by the City. (2) The contract period will be one year.
