The Royal Government of Bhutan (hereinafter called “Borrower”) has received financing from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia Phase 2 – Bhutan Project , and intends to apply part of the proceeds toward payments under the contracts for Supply, Installation, and Commissioning of Last-Mile Connectivity Infrastructure and Local Area Network (LAN). 2. The Government Technology (GovTech) Agency, Royal Government of Bhutan (“GovTech”) now invites sealed Bids from eligible Bidders for Supply, Installation, and Commissioning of Last-Mile Connectivity Infrastructure and Local Area Network (LAN) described in the List of Goods and Delivery Schedule: (a) Lot-1: Supply, Installation, and Commissioning of New Anti-Rodent Fiber (80km for 25 sites) and Replacement of ADSS Fiber (119.5km for 101 sites) with Anti-Rodent Fiber. (b) Lot-2: Supply, Installation and Commissioning of Last-Mile Connectivity Infrastructure and New Local Area Networks for 25 Agencies, and Enhancement of Existing Local Area Networks for 32 Agencies. 3. Bidders may submit Bids for one or both Lots, as further specified in the Bidding Document. Discounts conditional upon the award of more than one Lot shall not be considered in the evaluation of Bids. 4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40% . 6. Interested eligible Bidders may obtain further information from Ms. Jamyang Dema, National Procurement and IT Consultant, GovTech Agency, at jamyangdema@tech.gov.bt, with a copy to utshomo@tech.gov.bt, during office hours from 09:00 to 17:00 hours Bhutan Standard Time (GMT+6). A complete electronic set of the Bidding Documents, comprising Volumes I and II, will be provided free of charge by email upon receipt of a written request. 7. Bids must be delivered to the address below by 1500 Hours (Bhutan Standard Time) (GMT+6 Hours) on or before November 06, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened at 15:30 hours Bhutan Standard Time (GMT+6) on November 06, 2026 . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of a cumulative sum of US$ 26,911(US$ Twenty-Six Thousand Nine Hundred and Eleven Dollars only) if bidding for both lots. For Lot-1: The amount and currency of the Bid Security shall be United States Dollar (US$) 16,322 (US$ Sixteen Thousand Three Hundred Twenty-Two only) ; or an equivalent amount in any freely convertible currency. For Lot-2: The amount and currency of the Bid Security shall be United States Dollar (US$) 10,589 (US$ Ten Thousand Five Hundred Eighty-Nine only) ; or an equivalent amount in any freely convertible currency. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
