(1) Vendor needs to provide water quality monitoring services to the government authority located in Greenville, SC. – Advise and implement the investigative water sampling component of an agency Emerging Contaminants in Small or Disadvantaged Communities (EC–SDC) grant program to characterize current conditions and potential pollutant sources. • Work with agency and utilities to select three in–stream sampling sites in the respective source water protection areas, taking into consideration current data and potential pollution sources.• Develop the data collection approach.• Collaborate with and advise agency, the utility partners, and other project partners.• Deploy, operate, and maintain continuous monitoring equipment at two locations in agency to measure bacterial concentrations daily for one year.• Develop and maintain a platform to view and share continuously collected monitoring data.• Collect in–stream samples two times per month for one year at six locations.• Analyze in–stream samples for key indicators associated with fecal contamination and harmful algal bloom development, including total nitrogen (TN), total phosphorus (TP), total suspended solids (TSS), dissolved oxygen (DO), and E. coli.• Package and ship samples for Microbial Source Tracking (MST) analysis (as needed). • Monitor weather forecasts and radar for responsive storm water sampling.• Compile sample results and provide data interpretation.• Develop summary report of key findings.(2) A non–mandatory virtual pre–bid meeting will be held on September 15, 2026.
