(1) Vendor needs to provide comprehensive plan services to the government authority located in Golden Valley, MN. – Project ManagementProvide overall project management and coordination, including:• General project schedule, budget, and team management• Regular communication with City staff (minimum twice monthly)• Schedule and coordinate meetings with the Steering Committee. Existing Conditions and Data Gathering– Complete a full analysis of existing conditions including, but not limited to:• Demographic, Land Use, Housing• Transportation• Natural Systems• Water Resources• GIS and Census Data– Community EngagementThe consulting team is expected to develop a community engagement plan and execute all community engagement, with the assistance of City Staff. The consultant will:• Manage and facilitate all community engagement efforts to inform the public of the planning effort• Educate the public on comprehensive plan requirements• Engage the public on their vision for the future of city.– Plan Vision and Goal Setting– Develop vision and goals for the 2050 Comprehensive Plan that reflect the following:• Key priorities identified from staff meetings, Steering Committee meetings and community• Engagement and outreach• Metropolitan Council regional framework(2) All question must be submitted no later than September 18, 2026.
