(1) Vendor needs to provide cashless banking and commissary application solution comparable to current market cashless systems, offering stored–value accounts, real–time transactions, POS integration, and comprehensive administrative oversight.  – To modernize inmate financial services, reduce risk, increase accountability and reporting capabilities, improve institutional workflows, and provide a foundation for consistent, streamlined, and compliant financial operations statewide.– RESTful API endpoints that support account creation, account updates, balance inquiries, transaction posting, refunds and voids, reporting, and administrative functions.– Inbound and outbound API integration capabilities to communicate with financial systems, ERP platforms, identity management services.– Data exchange formats including JSON as the default payload structure, with optional support for XML transformation when required by legacy systems.– Comprehensive API documentation, including endpoint definitions, request/response schemas, status codes, sample payloads, versioning strategy, and environment access requirements– Support for digital, card–based, or mobile payments.– Point of sale integration (fixed and mobile).– Real–time transaction visibility.• Implementing a statewide financial management platform responsible for: – Trust account management of incarcerated persons– Commissary POS transactions.– Child support and debt deductions.– Institutional cashier workflows.(2) All the questions must be submitted no later than August 07, 2026.
