(1) Vendor needs to provide citation management system to the government authority located in Colorado.• Requires the replacement of Current parking enforcement/citation system with basic enforcement/ticket writing as the initial implementation focus and a path to full citation–lifecycle and permit modernization capabilities.• The solution must support the named payment, meter, permit, court, finance, reporting, migration, testing, training and support.• Parking software such as Park Mobile for tracking mobile payments, Flow bird Multi Space Meters, IPS pay stations, IPS TextToPay, Zephire monthly parking permits, and possibly single space meters.• Allow for automatic task scheduling (e.g., updating customer information from data imports, etc.)• Allow for customizable screen views for different user’s job tasks.• Ability to create unique citation types with violation description.• Ability to set and adjust citation violation fine amounts. • Ability to attach images to the citation.• Ability for customer to view citation images when logged into their account.• Ability to view issued citations automatically stored in a sortable, searchable database• Enterprise API, Integration monitoring and error handling• Ability to establish an expiration period for passwords and periodically change that password for each authorized user ID.(2) A pre–bid meeting will be held on October 28, 2026.
