(1) Vendor needs to provide strategic and technical planning service. – Provide comprehensive five–year strategic planning process, including setting vision and goals, developing user requirements, completing a current–state technical audit, and producing a five–year strategic and technological plan.– Discovery and current–state assessment:• Reviewing existing documentation on technology, governance, reporting, and related data, information, and analysis.• Developing research protocols and conducting interviews and focus groups with key stakeholders, including policy committee members, emergency food providers, funders, and data and domain experts.• Assessing current–state strengths and challenges from strategic, technical, and operational perspectives (for example, user interface and experience, data–flow processes, user reports, and a data–quality audit).– Vision and future–state definition:• Developing future–state user requirements, including the target user experience.• Facilitating strategic visioning and decision–making workshops, including multiple scenarios at different investment levels with associated trade–offs and risks.– Strategic plan, budget, and roadmap:• Estimating the costs, and where possible the return, of the recommended options andscenarios, at a level sufficient to support decision–making and fundraising.• Documenting a five–year strategic and technical improvement plan.• Developing a five–year implementation roadmap and budget including the path to implement the governance and ownership recommendations.(2) All the questions must be submitted no later than September 22, 2026.
