(1) Vendor needs to provide energy savings performance contracting services to the government authority located in Pendleton, OR.– Reduce annual utility consumption and operating costs through guaranteed savings.– Address deferred maintenance through eligible capital improvements and modernize critical municipal infrastructure.– Improve occupant comfort, indoor environmental quality, reliability, and resiliency.– Evaluate renewable energy, energy storage, backup power, EV infrastructure, and related improvements where practical.– Leverage grants, utility rebates, tax–exempt financing, incentives, and other funding sources.– Establish a transparent, auditable program with annual reporting and long–term accountability.– Establish professional services agreements with the three highest–ranked qualified ESCOs through this one step selection, with assignments authorized by written task orders(2) All questions must be submitted no later than November 2, 2026.(3) The contract period will be for four years.
