(1) Vendor needs to provide comprehensive fee studies services to the government authority located in Cooper, FL.– Study is to evaluate the city's existing fees, rates, assessments, and charges; determine the extent to which such fees recover the cost of providing services; and develop recommendations for revised fee structures that are equitable, financially sustainable, legally defensible, and consistent with industry best practices.– Analysis of existing fee methodologies.– Development of cost–of–service and cost recovery models.– Benchmarking against comparable municipalities.– Preparation of recommended fee schedules.– Financial analyses and implementation strategies.– Debt service review.– Growth and demand projections.– Revenue requirement analysis.– Review of historical customer, consumption, billing, revenue, and expenditure data.– Review of reserve sufficiency and development of recommended reserve targets.– Comparison of rates and fees with neighboring and comparable utilities.(2) All questions must be submitted no later than August 12, 2026.
