REQUEST FOR EXPRESSIONS OF INTEREST ( INDIVIDUAL - MONITORING & EVALUATION OFFICER) Country: Guyana NAME OF PROJECT : Caribbean Efficient and Green-Energy Buildings Project Assignment Title: Monitoring & Evaluation Officer Reference No.: GY-GEA-522046-CS-INDV The Government of Guyana has applied for financing from the World Bank towards the costs of the Caribbean Efficient and Green-Energy Buildings (CEGEB) Project and intends to apply part of the proceeds to payments for consulting services under the project. The consulting services (“the Services”) will monitor and evaluate the activities of the project, using developed tools and procedures, to ensure the successful outcome of the project’s objectives. The implementation period will be for one (1) year renewable on an annual basis for up to the end of the project, based on satisfactory performance, each year. The Guyana Energy Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: Qualification - Bachelor’s degree in Environmental Science, Economics, Engineering, Biology, Business Administration, or equivalent is required. (45 points) Specific Experience Minimum of 5 years of professional experience in the areas of Monitoring & Evaluation, Project Management, Environmental studies, renewable energy, or an equivalent combination of education and experience. (45 points) General Experience – Familiarity with Guyana’s power sector is desirable, proficiency in the use of Microsoft Office Programmes: Word, Excel, Power Point etc. (10 points) The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
