(1) Vendor needs to provide 457 deferred compensation retirement plan administrator service.– Provide third–party administrator, recordkeeper, and service provider for the city’s governmental deferred compensation plan under Section 457(b).– Plan Documents, Compliance, and Fiduciary Support:• Provide or support pre–approved governmental 457(b) prototype or volume–submitter document, or an individually designed document, with adoption agreement tailored to the city.– Recordkeeping and Daily Administration:• Daily valuation recordkeeping of participant accounts.• Enrollment, beneficiary designation, deferral–rate changes, investment elections, and contribution source accounting (pre–tax, Roth, rollover, employer if added).• Payroll integration with the City’s payroll process (file–based or API). Confirm accepted file formats and timing. The city uses a small–employer payroll cycle.– Trustee and Custodial Services:• Provide or arrange a directed trustee or custodian that holds Plan assets in trust for the exclusive benefit of participants and beneficiaries.• Use group contracts or an open–architecture trust platform. Individual annuity contracts with surrender charges at the participant or plan level are disfavoured and must be disclosed if proposed.– Technology and Cybersecurity:• Secure participant website and mobile application: balances, transactions, e–delivery, beneficiary updates, modeling tools, and password controls.• Secure plan–sponsor portal for the city secretary and designated staff: census, contribution reconciliation, reporting, document library, and audit extracts.– Investment menu.– Participant education, communications, and advice.(2) All the questions must be submitted no later than October 21, 2026.
