(1) Vendor needs to provide learning management system.– Learning Management System (LMS) software platform to centralize city–wide employee training and development records, streamline the registration process, and deliver training content.– This also includes tracking certifications and Job Performance Requirements, and supporting testing and employee development. – The platform must allow the city to create, house, and deliver new training content, as well as access previously purchased content libraries and integrate these details with the City’s Human Resources Information System.– The solution should provide a simple way for administrators to create their own training categories and classes, including activities that do not follow a typical course format, such as community outreach events.– The system should automatically notify personnel of upcoming certification renewals and required supporting items, track and report who has and has not completed a given course, and alert leadership if staff members fall behind on mandatory training requirements.– The solution should allow administrators and instructors to build tests and assignments, track completion and scores, and support individual employee development plans.– Solution capable of exchanging data with both systems to link new training records with overall employee data, including previous training records and certifications.
