Vendor needs to provide independent validation of internal audit quality self–assessment services to the government authority located in North Carolina.– Validate the results of internal audit self–assessment.– Assess internal audit conformance with the IIA’s standards and code of ethics.– Assess the effectiveness of internal audit in providing assurance and advisory services to management and other stakeholders.– Identify opportunities and provide recommendations for improvement for internal audit function.– Review internal audit self–assessment report, workpapers, and supporting documentation to assess completeness and validity of the results.– Review a sample of internal audit engagements and associated workpapers, reports, and audit tools to assess conformance with the standards and evaluate whether the function’s auditors are applying the IIA code of ethics when performing engagements.– Review results of the internal audit stakeholder survey, identify areas of concern, and conduct interviews with selected stakeholders where applicable.– Present the results of the independent validation of agency internal audit quality self–assessment.– Identify opportunities and recommendations for improvement where applicable.
