(1) Vendor needs to provide website development service. – Provide accurate, current, comprehensive information to Board of Elections audiences, in a visually appealing, user–friendly, user–centric way. – Provide easy two–way interaction between citizens and Board of Elections entities. – Provide online functional transactions for both voters and candidates, improving efficiency for them and the Board of Elections. – No advertisements, or pay–per–placement graphics, icons, or elements, will be allowed on the website.– Provide round–the–clock access to Board of Elections information and transactions.– Reduce Board of Elections staff time to handle routine inquiries. – Market and showcase the Board of Elections. – Comply with Section 508 of the Rehabilitation Act of 1973 and any other equal accessibility laws in all areas. – Promote the use of on–site media through photo, audio and video posting methods that encourage user viewing and, when appropriate, feedback and interaction.– Simplify website administration, allowing users of all skill levels the opportunity and means to update assigned sections of the website. – Build upon proven and accepted website development standards while maintaining the flexibility to easily grow and add new functionality for audiences and administrators over time and with minimal cost. – Mobile–friendly, responsive design, allowing access from all types of devices that are currently being used to access the website. – Be accommodating to users with limited internet bandwidth by optimizing content and not utilizing image / graphic heavy page templates or including a way to reduce bandwidth footprint via user preferences. – Provide tiered backend editing and administrative rights.– Provide a CMS software implementation project plan. This can be integrated with the overall project plan. Provide web–based training for site administrators and content contributors and provide support services for the duration of the project.(2) All the questions must be submitted no later than August 26, 2026.(3) Pre–bid meeting will be held on August 17, 2026.
