REQUEST FOR EXPRESSION OF INTEREST Country: Republic of Tajikistan Project name: Tajikistan Digital Foundations Project Project number: P506611 Grant No. TF-C6744 Implementation agency: State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan State Institution "Projects Implementation Center for Tajikistan Digital Foundations" of the Executive Office of the President of the Republic of Tajikistan is implementing Tajikistan Digital Foundation Project (thereafter referred to as Project) co-financed by the World Bank and the Swiss Agency for Development and Cooperation (SDC). The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows: Component 1. Strengthening Foundations for Safe Digital Government Systems and Services. Component 2. Enhancing Digital Skills. To support the implementation of the planned activities the PIC EOP intends to hire Expert in Digital Service Design and Standards for the Tajikistan Digital Foundations Project The objective of this assignment is to engage a Senior Digital Service Design and Standards Expert to equip the Government of Tajikistan with practical methodological tools and a baseline set of service delivery standards to support the systematic digitalization of public services. Informed by available analytical inputs but not dependent on their completion, the Consultant will produce: (i) a fit-for-purpose service digitalization methodology with step-by-step guidance usable by agencies of varying digital maturity; and (ii) a baseline service delivery standards framework, including an indicative service-level performance monitoring approach, user experience and accessibility principles, citizen feedback guidance, and standardised templates. All outputs shall be directly usable by government agencies, grounded in Tajikistan’s institutional realities, and aligned with the strategic directions of the NDS-2030 and the State Programme for Digital Economy Development. The assignment is advisory and methodological in nature; it does not include the implementation of digital services, the development of any technical system, or the preparation of the national digitalization roadmap. The Terms of Reference for the assignment can be found at the following link: https://docs.google.com/document/d/1HzQQvGe3sWkDS1gMWWdsnXYqsmbe5gsc/edit?usp=sharing&ouid=115017842119994347781&rtpof=true&sd=true Qualification requirements for candidates are as follow: Advanced degree (Master’s level or equivalent) in public administration, ICT, public policy, or a related field; Minimum 5-7 years of professional experience in digital government, public sector ICT, or public service delivery reform, including analytical and advisory roles; Demonstrated experience developing service digitalization methodologies, service lifecycle frameworks, or similar government guidance tools; Practical experience in business process analysis and simplification (BPR) in the public sector, including process mapping in preparation for digitalization; Demonstrated experience developing service delivery standards, SLAs, KPIs, or performance monitoring approaches for government services; Experience in user-centric service design, accessibility principles, and citizen feedback mechanisms in public service contexts; Working knowledge of interoperability principles and data exchange approaches in digital government contexts; Experience working with governments or on donor-funded projects (e.g. World Bank, ADB, UNDP) is highly desirable; Experience in Central Asia or comparable institutional environments is an asset; Strong written and oral English required. Working knowledge of Russian and/or Tajik is an asset. State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
