(1) Vendor needs to provide waste management and public awareness service. – Provide integrated program project, to assess existing policy, legal, and regulatory frameworks and identify gaps, barriers, and opportunities for improved management of marine pollution.– Policy, Legal, and Regulatory Review:• Review national policies, legislation, regulations, standards, strategies, plans, and guidelines.• Assess institutional mandates and responsibilities of relevant agencies.• Evaluate existing enforcement mechanisms and compliance systems.– Gap Assessment:• Assess the effectiveness of existing frameworks in addressing marine hypoxia drivers (i.e., nutrient pollution) and impacts.• Identify policy, regulatory, and institutional gaps as it relates to enforcement.• Explore other limiting factors such as capacity limitations, monitoring and data gaps, compliance weakness, and financing constraints on marine pollution management.– Development of Policy Briefs and Recommendations:• Prepare concise policy briefs to highlight key issues and propose practical solutions.• Public awareness and stakeholder engagement.– Stakeholder Consultations:• Identify and engage key stakeholders from government ministries and agencies, civil society organizations, academic institutions, private sector, and vulnerable communities.• Facilitate multi–stakeholder workshops to review and validate the draft gap assessment, policy briefs, and guidance documents.(2) All the questions must be submitted no later than November 6, 2026.
