(1) Vendor needs to provide health benefits plan Third Party Administrator (TPA) service. – Provide Third–Party Administrators (TPAs) to comprehensive administrative services for its self–funded employee health benefits program.– Provide a coordinated solution that includes comprehensive third–party administration services, stop–loss reinsurance, and pharmacy benefit management.– Full range of administrative functions, including claim processing, network management, eligibility and enrollment support, customer service, coordination of benefits, utilization and case management, and detailed data reporting.– Address creative and innovative strategies for compliance with healthcare reform, capabilities in employee health and wellness plans consulting.– Provide on–going support services (employer and employee) for the administration of plans.– Administer claims run–out from prior plan years if needed, ensuring all outstanding claims are adjudicated accurately and within required timeframes.– In–house claim repricing capability: the systems and expertise to re–price claims in–house for services rendered by locally contracted health vendors out of the TPA’s national network.– Provide a brief history of the TPA organization including length of time in the health benefits plan administration business, staff size, areas of expertise, and the number and type of clients served.– Provide specific contact names and phone numbers for at least three governmental references and client references that are comparable to the county in terms of employee population and the scope of their benefits.– Provide average response time in resolving employee issues, employer issues, and claim pay out or reimbursement as applicable.(2) All the questions must be submitted no later than October 28, 2026.
