SW-118205 - USA (Maryland) - Internet Monitoring Service - Deadline September 14,2026

(1) Vendor needs to provide internet monitoring service. – The Contractor’s internet usage monitoring system shall monitor offender internet activity statewide, 24 hours per day, 7 days per week.– The monitoring solution, including all operating system and monitoring software components, shall use current supported versions, be compatible with agency approved Windows operating systems, and provide a secure, web–based interface that does not require software installation on agency computers.– The system shall allow authorized personnel to review inbound and outbound internet communications, including webmail, instant messaging, chat sessions, forum posts, blog entries, and similar online communications. – The system shall capture screenshots based on defined keywords, applications, or activities and retain those screenshots for evidentiary, treatment, or investigative purposes.– The system shall provide reliable methods to verify the identity of the monitored user.– The Contractor shall provide a detailed description of the system architecture, including hardware, software, power infrastructure, contingency plans, disaster recovery procedures, data recovery processes, and system failure notification procedures.– The system shall support exclusion rules that prevent specified activities or communications from being monitored.– The monitoring software shall support remote self–installation by offenders on approved devices through an internet connection, without requiring technical training or assistance.– The Contractor shall provide ongoing application training remotely.– The Contractor shall provide affidavits, expert testimony, and all technical support necessary to explain and defend the monitoring system’s methodology and performance in legal proceedings, parole hearings, or violation prosecutions.(2) All the questions must be submitted no later than September 2, 2026.(3) The contract period will be for five years. (4) Pre–bid meeting will be held on August 25, 2026.
