Municipal MS4 Program Support Services RFQ

The Town of New Milford invites detailed Proposals from qualified Consultant firms with expertise preparing Municipal MS4 program documents and providing impaired waters investigation and monitoring coordination and support. Consulting services will include a review of the current MS4 program, providing programmatic recommendations to insure New Milford’s MS4 program meets regulatory requirements. Qualified firms familiar with the State of Connecticut Department of Energy and Environmental Protection and the federal Environmental Protection Agency MS4 requirements and experienced as described in the Scope of Work section of this request will be considered. The goal of the Town is to review the current MS4 program, identify any gaps, conduct required assessments and waster sampling and prepare the 2022 MS4 Annual Report. As part of this RFP the Consultant is required to provide examples of MS4 programs prepared for other municipalities, a list of professionals who will be assigned to this project, staff resumes and a rate sheet including hourly rates for staff and typical mark ups for subcontracted services and laboratory work.
