(1) Vendor needs to provide leadership conversations and fire operational assessment services to the government authority located in Greenfield, MA.• Leadership Engagement: Robust engagement is required to understand local concerns, build trust, and test potential service options• Assess fire department organization, governance, service areas, staffing and response models, station and apparatus inventory, equipment, training, incident demand, mutual–aid activity, dispatch and communications, facilities, budgets, capital needs, operating costs, and current service levels.• Refine project goals, data needs, and communications approach. • Conduct two countywide or multi–town stakeholder sessions: one to share baseline findings and one to present recommendations.• Develop and evaluate shared training and administration; shared specialty teams; cooperative daytime coverage; shared apparatus, facilities, or capital planning; subregional response arrangements; and, where communities express interest, potential regional fire–service models. • Synthesize baseline assessment, engagement findings, and option development into clear, comparable scenarios and prepare draft recommendations and a draft report.
