(1) Vendor needs to provide data center taxation, tax incentives, and economic development programs to assist the city in evaluating, structuring, and optimizing tax strategies related to potential or existing data center developments within the city to the government authority located in Wayne, MI.– The selected consultant will provide strategic advisory services to ensure the City maximizes economic benefits while maintaining compliance with applicable federal, state, and local tax regulations.• Evaluation of state and local tax incentives applicable to data centers (e.g., sales/use tax exemptions, personal property tax relief, infrastructure incentives)• Financial modeling of tax impacts and revenue scenarios• Advisory on tax abatement structures, including PILOT (Payment in Lieu of Taxes) agreements• Support in negotiating incentive agreements with developers and stakeholders• Analysis of property tax classifications and valuation methodologies for data center assets• Identification of opportunities to enhance the City’s competitiveness in attracting data center investments• Compliance guidance regarding Michigan tax laws and reporting requirements• Assistance with audit defense strategies and documentation(2) All question must be submitted no later than July 27, 2026.
