DRA-11936 - USA (Colorado) - Tax Increment Financing Analysis Consultant Services - Deadline November 20,2026

(1) Vendor needs to provide tax increment financing analysis consultant services to the government authority located in CO. – Transit investment area and baseline growth rate assessment:– Offeror will perform economic Modeling and calculate the sales tax baseline growth rate for each proposed transit investment area, considering any sales tax increment financing already.– The offeror will research and analyze property assessment records, inflation, regional economic forecasts, and any other information or data from the previous ten (10) calendar years that is available to identify the base year value of state sales tax revenue for each transit investment area.– Project application and economic analysis report:– Offeror shall create an economic analysis report for each proposed transit investment project and area.– Offeror may rely on the data and reasoning as it deems appropriate to evaluate forecasted economic development including the projected real estate development, growth in commercial activity, tourism, increase in the residential population, jobs or any other economic improvements that will increase state sales tax revenue that will be catalysed, induced, supported, or facilitated by the proposed transit investment project in the surrounding transit investment area.– The same methodology shall be used to forecast property development and cash flows across all application evaluations.– An estimate of the maximum annual dollar amount of state sales tax increment revenue in the transit investment area that can be collected and used for the project.(2) All the questions must be submitted no later than November 2, 2026.(3) The contract period will be for two years.
