(1) Vendor needs to provide web–based learning management system.– Provide a web–based learning management and training solution that supports employee training, compliance, professional development, course tracking, certification management and reporting.– Learning management system (LMS) must allow employees to access courses using agency–owned or agency –approved devices and supported web browsers.– Provide training materials and courses specifically focused on the field of public safety or corrections.– Learning management system (LMS) must offer a way to track training hours and certifications for each employee.– Learning management system (LMS) will give the organization the ability to assign due dates and receive alerts for upcoming and overdue training.– Technology, network, and security requirements:– Bidder must identify the proposed service and hosting model, including whether the LMS is vendor hosted software as a service (SaaS), the hosting provider and data–centre locations, any subcontractors or sub processors, and every component required for agency users to access and administer the service.– Managed equipment, including servers, appliances, gateways, wireless access points, or other network devices, shall not be installed on or connected to any agency wired or wireless network.– The bidder shall not establish a VPN or other remote connection into the County network.– Service shall be accessed from County–owned or County–approved devices through a supported web browser over outbound internet connections.– Provide a complete network connectivity schedule listing required fully qualified domain names, IP addresses or ranges, ports, protocols, DNS requirements, email delivery requirements, bandwidth estimates, and any other network dependencies.(2) All the questions must be submitted no later than November 18, 2026.(3) The contract period will be for three years. (4) Notification of attending mandatory in–person or virtual meeting will be held on November 2, 2026.
