(1) Vendor needs to provide indigent defense services to the government authority located in Washougal, WA. – Qualified attorneys, law firms, nonprofit entities, and public agencies to provide primary public defense services for eligible defendants in agency misdemeanor and gross misdemeanor matters. – Furnish ordinary legal representation and appropriate support services necessary to provide constitutionally effective assistance of counsel, including• Accept court appointments for eligible Washougal defendants, subject to ethical conflicts, qualifications and lawful caseload and workload limits.• Represent appointed clients from appointment through disposition, including arraignment, pretrial proceedings, motions, readiness hearings, bench and jury trials, sentencing, and sentence or probation violation proceedings for which counsel is appointed.• Make initial attorney contact as soon as possible and no later than five working days after notification of assignment.• Maintain accessible facilities for confidential meetings, telephone and electronic contact, and prompt responses to clients.• Interview clients and witnesses, review discovery, research applicable law, prepare and file motions and pleadings, investigate, negotiate with the prosecutor, advise clients and prepare for all necessary proceedings.• Screen for conflicts upon assignment and throughout representation.• Use investigation and expert services when appropriate.• Appear at all required first appearances, arraignments, hearings, trials and other critical stages, whether in person or remotely as authorized by the agency. • Provide representation in agency specialty or therapeutic courts when a washougal client is referred or accepted and counsel remains responsible.• Protect appeal rights, advise clients regarding appeal and take timely steps required of trial counsel to preserve review and obtain appointment or substitution of appellate counsel.• Maintain adequate support staff, supervision, technology, quality assurance, and a process for responding promptly to client complaints.(2) All the questions must be submitted no later than October 23, 2026.
