(1) Vendor needs to provide downtown master planning market feasibility and economic analysis services to the government authority located in Wilmington, NC.  – Assess baseline and set strategic direction.– Gathering data, analysing strengths and opportunities, and identifying potential incentives.– Market feasibility by use residential, office, retail, hospitality.– Site strategy and targeted uses.– Create a roadmap creates the plan to achieve that vision: locating preferred uses and intensities, identifying future public spaces and conceptual activations, establishing preferences for urban design, streetscapes, and connectivity, and developing detailed public investment and incentive strategies.– Adopt a regulating plan and form–based code for the district, updates to covenants and restrictions, and details for the public street sections, streetscapes, etc.(2) All the questions must be submitted no later than June 29, 2026.
