– Vendor needs to provide correctional operations management system.• Provide complete end–to–end modernization and migration of the Correctional Operations Management System (COMS) from its existing mainframe environment to a fully modernized, secure, scalable, and sustainable technology platform. • Complete Functional Migration. Migrate and modernize the functionality, business rules, services, interfaces, integrations, and data necessary to fully replace the existing COMS mainframe environment.• Complete Data Migration. Migrate all required current and historical COMS data in a manner that preserves data integrity, relationships, historical information, auditability, retention requirements, and business usability.• Business Continuity. Maintain continuity of agency correctional operations throughout modernization and transition with minimal disruption to mission–critical services.• Future Development. Establish an extensible architecture that allows agency to develop new applications, services, integrations, reports, workflows, analytics, and other capabilities that are impractical or cost–prohibitive within the existing mainframe environment.• Environment Segmentation. Establish separate and appropriately controlled Development, Test/Quality Assurance, and Production environments with appropriate configuration, deployment, security, access, data–management, and release processes.• Scalability. Establish an environment capable of supporting future increases in users, transactions, data volumes, facilities, integrations, applications, and services without requiring fundamental rearchitecture.– Target–State Architecture– The vendor shall develop and document a comprehensive target architecture for the modernized COMS environment. The target architecture shall address, at a minimum:• .NET/C# application architecture;• Microsoft SQL Server database architecture;• Application services and APIs;• Integration architecture;• Identity and access management;• Security and compliance architecture;• Development, Test/QA, and Production environments;• Network and cloud architecture;• Logging, monitoring, and auditability
