Vendor needs to provide leadership development service to the government authority located in Ann Arbor, MI. – Future–State Leadership Profile. Conduct discovery with Administration, HR, and key stakeholders; consider strategic priorities and anticipated workforce, technology, service–delivery, and organizational challenges; then define the competencies, observable behaviours, and proficiency levels needed now and over the next five years.– Evidence–Based Assessment. Use a validated, multi–method approach, not a stand–alone 360 to evaluate participating leaders. Methods may include self–assessment, 360 feedback, structured interviews, simulations, or other appropriate instruments. The vendor must explain the validity and intended use of each method.– Gap Analysis. Provide each participant with confidential feedback and development priorities, while giving the agency an aggregate view of cohort strengths and shared capability gaps. Individual results must remain protected.– Customized Development Program. Design a multi–phase experience to close the priority gaps through a thoughtful mix of cohort learning, coaching, applied projects, individual development plans, and reinforcement. Include baseline and follow–up measures.
