(1) Vendor needs to provide parks and recreation master plan and recreation impact fee methodology services to the government authority located in DeFuniak Springs, FL.• Provide a statutory and legal analysis of the county's current recreation fee and fee structure.• Develop an alternative recreation impact fee structure and methodology based on the final master plan's identified needs, by planning area.• Provide initial cost assumptions to address deficiencies, needs, priorities, and recommendations on which the final recreation fee will be based, by planning area.• Conduct a strengths, weaknesses, opportunities, and threats (SWOT) analysis of the county's current parks and recreation system.• Develop short–, intermediate–, and long–range management and development plans for county parks and recreation facilities.• Develop a systematic plan maximizing parks, recreation, trails, and natural open space opportunities countywide.• Develop a 20–year optimization plan including strategies, financial forecast, and implementation schedule.(2) All questions must be submitted no later than October 27, 2026.(3) The contract period will be for One year.
