BILLING-3129 - USA (Florida) - Meter Reading, Billing, Collections and Customer Service - Deadline July 30,2026

(1) Vendor needs to provide meter reading, billing, collections and customer service. – Provide full turnkey, comprehensive utility billing operations services including meter reading, billing, collections, customer service, AMI operations, field services and all associated staffing, management, technology and operational support necessary to fully operate the agency, for its 8,400 active water accounts, supported by a 100% deployed (Automated Metering Infrastructure) AMI system.  • AMI meter reading and data management:– Retrieve meter data from the agency’s AMI system.– Perform (Validation, Estimation, Editing) VEE. – Monitor and resolve AMI alerts (leak, tamper, reverse flow, no–read, high reads, etc.)– Provide field investigation when remote resolution is not possible• Billing services:  – Generate accurate monthly utility bills for water, sewer and special assessments.– Apply agency most recent approved billing rates, fees, adjustments and service orders.– Process account openings and final close requests.• Collections and payment processing:– Process payments exclusively through cashiering and payments.– Manage payment plans.– Coordinate service disconnections and reconnections.– Provide bad debt reporting and collections workflows.• Customer service and call center operations:– Operate a customer service center during agency approved hours.– Manage and monitor agency–approved customer service portal.– Provide afterhours call service/routing.– Respond to inquiries regarding billing, consumption, leaks and service orders.– Provide multilingual support (Spanish and Creole).(2) All the questions must be submitted no later than July 23, 2026. (3) The contract period will be for year year. (4) Non–mandatory pre–bid conference will be held on July 15, 2026.
