(1) Vendor needs to provide federal advocacy services to the government authority located in San Bernardino, CA. – Assist with the development of Agencies’ annual federal legislative platform by identifying potential policy issues, key anticipated funding and regulatory items, changing political dynamics, and pending proposals.– Develop and maintain knowledge of the technical and political aspects of federal transportation funding, as well as the priorities and issues affecting councils of governments and public transit agencies.– Identify key partners, groups, and individuals to build alliances, partnerships and coalitions in order to advance Agencies’ interests.– Make specific, pro–active recommendations with respect to appropriate timing and manner of engagement including providing strategic counsel on the development of, coordination of, and leadership on advocacy, strategy, and tactics to advance and achieve Agencies’ federal priorities.– Conduct activities necessary to carry out Agencies’ priorities with regard to the passage, defeat, or amendment of proposed legislative items.– Represent and advocate on behalf of Agencies or with Board Members or staff at meetings.– Provide information related to financial, policy, or informational hearings on issues that impact Agencies’ priorities as well as Agencies’ projects, programs, and services.(2) All the questions must be submitted no later than August 6, 2026.
