(1) Vendor needs to provide construction blue–prints indexing and digital management system. – Consultant shall complete a one–time Facilities Records Digitization and Information Management Project to assess, inventory, organize, classify, digitize, index, and establish an accessible and sustainable information management structure for the agency’s existing construction, maintenance, facilities, infrastructure, and related records.– The agency anticipates that approximately seventy percent (70%) of its existing facilities–related records have already been scanned and digitized; however, these records are generally organized and identified only by the building or facility to which they pertain.– Phase 1 – Discovery, Records Assessment, and Information Management Plan• Identify digitized records lacking adequate indexing, metadata, or reliable retrieval capability.• Identify duplicate, incomplete, conflicting, superseded, unidentified, or potentially obsolete records.• Evaluate existing digital repositories, file structures, databases, and document–management practices, if any.• Recommend a records classification structure, naming convention, metadata standard, document relationship model, and information architecture.– Phase 2 – Pilot Project and Standards Validation• Demonstrate retrieval/search, including representative large–format drawings.• Test treatment of revisions, superseded documents, duplicates, conflicts, and unidentified records.• Demonstrate the approach for linking records to buildings, projects, systems, and significant fixed assets where reliably identifiable.– Phase 3 – Records Preparation and ConservationOrganize records using the approved classification and workflow.• Remove staples, bindings, clips, and scanning obstructions as appropriate.• Separate oversized drawings and records requiring specialized scanning.• Identify fragile, damaged, historically significant, or sensitive records requiring special handling.– Phase 4 – Digitization and High–Resolution Scanning– Phase 5 – Metadata, Indexing, and Document Relationships– Phase 6 – OCR and Searchable Content– Phase 7 – Facilities Information Repository and System Development– Phase 8 – Level 2 Asset and Building–System Identification(2) All the questions must be submitted no later than October 12, 2026.
