(1) Vendor needs to provide cost allocation plan central services to the government authority located in Newport News, VA.– Develop a Citywide Full Cost Allocation Plan to support the determination of the full cost of departments providing user fee related services and for obtaining management information.– Develop an indirect cost rate calculation which could be used generally for charging indirect costs to grants based on state and federal guidelines.– Negotiate, on behalf and in the best interests of the City, the completed CAP with federal and state representatives, as needed. – Assist in preparing the initial claims for recovery of funds due to the City.(2) All question must be submitted no later than August 19, 2026.
