(1) Vendor needs to provide municipal financial consulting and utility rate advisory services to the government authority located in Utah.– Evaluate the City's borrowing capacity and financing options.– Assist with bond sizing and debt structuring.– Prepare debt service and repayment projections.– Analyze existing and proposed debt.– Assist with bond financing, refinancing, and debt restructuring.– Coordinate with bond counsel, underwriters, financial institutions, and other financing professionals.– Review existing rates, fees, revenues, and expenditures.– Analyze operating and capital costs.– Develop financial projections and revenue requirements.– Evaluate rate structures and customer classifications.– Identify existing impact: Evaluate consumption of current facility capacity by new development.– Identify future improvements: Determine system improvements needed to maintain established levels of service.(2) All the questions must be submitted no later than November 16, 2026.
