Description
The City of Norfolk (the “City”) Department of Public Works is seeking proposals from qualified professional engineering firms to provide services on an as-required basis. The City intends to enter into an annual, renewable agreement with the firm selected to provide these services. The City will provide a scope of services for each specific request for engineering services required under the Agreement. A request for services may include, but not necessarily limited to, the following: · Provide detailed analysis of the existing safety system, elevator condition reports, G-force calculations at impact with buffer, and compliance with original design criteria. Services may be required on short notice due to an elevator incident. · Conduct field surveys and inspections to determine the condition of existing elevator components condition, remaining service life and potential for reuse including, but not limited to, controllers, landing systems, hoisting machines, motor generator sets, motor mounts, brake couplings, feeder sizes, car doors, hoist way doors, hoist way door equipment, door operators, over speed governors, governor ropes, hoist ropes, drive sheaves, car and counterweight roller guide rollers, guide rail brackets, car safety mechanisms, emergency operation, buffers, hydraulic pistons, cylinders, pumps, corridor push buttons, signal fixtures and prepare written reports. · Determine compliance with all applicable codes and standards including, but not limited to, ASME A17.1 Safety Code for Elevators and Escalators, NFPA 70, National Electrical Code, Uniform Statewide Building Code, and American Disability Act Administrative Guidelines (ADAAG) etc. · Provide elevator mechanical/electrical design services, including preparation of construction documents including plans and specifications. Provide civil, structural, architectural, mechanical, and electrical engineering as required by specific projects. Construction documents shall be prepared to encourage competitive bidding. · Prepare preliminary and detailed cost estimates as requested. · Provide bid phase services which may include responses to RFIs, preparing addenda, bid evaluation, bid recommendations, and value engineering. · Provide construction administration services which may include shop drawing review, submittal review, issuing change orders, review payment applications, on-site meetings, punch lists, final inspections, as-built drawings, warranty inspections. · Provide performance testing services including, but not limited to, elevator efficiency ratings as compared to industry standards for performance for door opening and closing time, contract speed with light load and full load, ride quality analysis, including acceleration, deceleration, speed regulation, vibration etc. · Interview personnel in building operations to understand existing operation and intended operation of elevators to be modernized.
