Vehicular Beach Access Payment Collection Service

The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a turn-key Contractor hosted Vehicular Beach Access Payment Collection Service (VBAPCS) solution accepting credit and debit cards and Near Field Communications (NFC) at all Vehicular Beach Access and Inlet Park locations. Proposals shall include procurement, installation, operations, management, and maintenance of a modern, proven, and reliable revenue control system, all related equipment, and staffing for exceptional customer service in a high-paced outdoor environment. Additionally, proposals should include a secured Contractor-hosted payment website for advance digital ticketing and pass sales which will be linked on the County’s Volusia Beaches app to provide the public with real time vehicular beach ramp status updates. Beginning on October 1, 2024, the Contractor must be able to manage the current ticketing system and existing customer annual passes without disruption or loss of service until the proposed hybrid system is fully implemented.
