Volusia County is seeking a qualified consultant to develop a strategic plan for the ECHO program, which provides grant funding for projects related to environmental, cultural, historical, and outdoor recreation. Originally established in 2000 and renewed by referendum in 2020, the ECHO program has played a vital role in improving the quality of life for residents by funding projects that preserve the county’s natural and cultural resources, while also creating recreational opportunities. The strategic plan will guide the program’s growth and resource allocation through 2040, ensuring its continued success in meeting community needs. The selected consultant will conduct a comprehensive review of ECHO’s current assets, collaborate with key partners to identify future project needs, and engage the community through surveys and outreach efforts.
