(1) Vendor needs to provide investment advisory services to the government authority located in Colorado Springs, CO.• Protection of principal and minimization of realized losses.• Maximization of total returns (income plus capital appreciation or depreciation) to achieve an average annual rate of return that is equal to or greater than 6% over the long–term of five to ten years or longer.• Review the present investment management procedures and documentation and propose improvements.• Assist in developing and implementing investment strategies that will enhance portfolio performance under current and anticipated changes in market conditions within the parameters of established investment policy and cash flow needs.• Provide timely assessment of the market including market reaction to economic events.• Provide detailed monthly reports, in a format acceptable to the city, which includes, but is not limited to, the following information on each security: par value, amortized cost value, book value, market value, and percent of investment to total portfolio.(2) All question must be submitted no later than October 14, 2026.(3) A contract period will be for one year.
