FEDERAL GOVERNMENT OF SOMALIA Ministry of Fisheries and Blue Economy (MFBE) Badmaal Project (SSFDP) REQUEST FOR EXPRESSIONS OF INTEREST (REOI)- FIRM SELECTION COUNTRY: Federal Republic of Somalia (FGS) NAME OF PROJECT: Somali Sustainable Fisheries Development ‘‘Badmaal’’ Project PROJECT ID : P178032 Assignment Title: Consultancy Services for Third-Party Monitoring for Somali Sustainable Fisheries Development Project (Badmaal) Reference No.: SO-MFBE-537599-CS-QCBS Place of assignment: Mogadishu, Somalia The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somali Sustainable Fisheries Development Badmaal Project (SSFDP) and intends to apply part of the proceed for consulting services. The Consulting Services (the Services) include verifying project outputs, compliance with environmental & social requirements, and results against the Results Framework, independently identify implementation challenges, delays, or deviations, explain their causes, and provide practical recommendations. The TPM will pay attention to cross-cutting issues such as gender equality, youth inclusion, and disability access by triangulating information from communities, project staff, and contractors to understand bottlenecks and unintended impacts, Monitor the development and rollout of digital systems supported by the project, including the Fisheries Information Management System (FIMS), Monitoring, Control and Surveillance (MCS) systems, and other related systems and tools throughout the project implementation period. TPM will monitor progress in establishing the FIMS, including digital registers for fishers, vessels, and licenses. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). The consultancy service is expected to be conducted and reports delivered within 5 years from the date of commencement. The e-mail address is provided below. The Ministry of Fisheries and Blue Economy (MFBE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows: Core business of the firm and at least 10 years of experience in field monitoring with mixed methods. The firm should have a demonstrated track record in conducting third-party monitoring or independent evaluation in complex environments. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. Experience with relevant services in environments similar to Somalia or similar fragile contexts; and The firm shall provide a description of the Managerial and technical organization of the firm (structure only, without CVs), as well as tools available for the project. Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS ) method set out in the World Bank’s Procurement Regulations.
