(1) Vendor needs to provide library archive digitization services and web–based  digital library system. • Establish a secure, universally accessible, and scalable digital library environment.• Film Reel Conversion: Inventory, inspect, and repair 6 16MM film reels.• Digitize to create one archive–quality MOV file and one web–resolution MP4 file per reel.• Video Media Conversion: Inventory, inspect, and mitigate issues for approximately 143 VHS and 20 Digital Video cassettes.• Digitize to create one archive–quality MOV file and one web–resolution MP4 file per cassette.• Audio Media Conversion: Inventory and inspect approximately 163 assorted audio reels and cassettes.• Digitize to create one archive–quality WAV file and one web–resolution MP3 file per item• Data Asset Transfer: Inventory and inspect approximately 421 assorted data cartridges and floppy disks. • Perform data transfer from original media.• Photograph and Negative Conversion: Prepare and scan approximately 9,800 photographs and negatives. • Scan to TIFF or JPEG2000 format with uncompressed 8–bit gray–scale or uncompressed 24–bit color.• Newspaper and Paper Conversion: Direct Scan Paper – ADF, Flatbed or planetary scanning of paper at uncompressed 8–bit color or 24– bit color TIF image files. • Scan to TIF format and produce a full–text searchable PDF output for each item.• Search Engine Modalities & Geospatial Tagging: The system shall feature an imbedded search engine capable of combined metadata, full–text, and geospatial indexing and search.• Provide a 100% Web–Based LSP utilizing Library & Information Science design principles(2) This bid is Set–Aside for Total Small Business Set–Aside (FAR 19.5)
