(1) Vendor needs to provide performance–based safety assurance case study service to the government authority located in Washington, DC.– project is to validate technical criteria developed in prior agency projects for assurance against failure due to systematic common causes, recognized as the agency issue, from the perspective of an independent evaluator.– Model–Based Systems Engineering (MBSE) research: The agency research providestechnical criteria to evaluate the safety of a system developed using “correct–by–construction techniques (i.e., techniques preventing systematic causes of hazards in the design).– The project will be performed in three phases:– Phase I will focus on ensuring alignment between the contractor and the agency. Thework for Phase I is captured in Task 1.– Phase II will focus on reviewing and improving the technical criteria previouslydeveloped. The work for Phase II is captured in Tasks 2–5.– Phase III will demonstrate the safety properties of an example Reactor Trip System(RTS) through a review of the design against the technical criteria improved in Phase I. Thework for Phase III is captured in Tasks– The technical scope is limited to topics with a nexus to independent safety evaluations.– This task involves the preparation for, execution of, and documentation of a Kick–off Meeting, aswell as the preparation and necessary updates, as applicable, of the Project Plan.(2) The contract period will be for one year.
