20676 - Foresthill Divide Community Protection Project Environmental Compliance Project

Placer County's Department of Agriculture, Parks, and Natural Resources' Regional Forest Health (RFH) Division has been awarded Congressional funding to implement the Foresthill Divide Community Protection Project Planning and Environmental Compliance Services. This project is designed to evaluate wildfire risk on over 50,014 acres of non-federal forest and wildland-urban interface (WUI) lands in Placer County, develop a detailed treatment plan for forest resilience activities, and complete environmental review on one or more priority sub-areas to expedite implementation of fuels reduction treatments. To fulfill the goals of this grant, the County is seeking a qualified individual or firm to serve as the prime consultant and complete all services and materials necessary to advance the Project, including CEQA coordination and landowner engagement, biological and cultural resource surveys, data analysis and CEQA documentation, forestry treatment planning, and fire modeling and GIS analysis. The selected contractor may subcontract specialized tasks but will serve as the single point of accountability to the County. A key focus of this contract is to position priority sub-areas, including the Foresthill Divide Community Protection Project (FHDCPP) and other priority areas within the planning footprint, for expedited implementation of fuels reduction treatments under subsequent phases. This includes completing CEQA documentation under both CEQA Notice(s) of Exemption and the 2019 California Vegetation Treatment Program (CalVTP) Programmatic Environmental Impact Report, developing detailed treatment designs, and preparing all plans and approvals needed to facilitate a seamless transition to implementation. *************************************************************************************************
