(1) Vendor needs to provide transportation project delivery plan consultant services to the government authority located in Houston, TX.• Process of establishing a robust Transportation Project Delivery Team that will assist local sponsors in delivering regional transportation projects • Assistance could span a variety of activities related to project development and delivery including capacity development/training, preparing agreements, conducting preliminary engineering and environmental tasks, securing right of way or utility agreements, final design tasks and more.• Activities, ongoing or completed, during the reporting period.• Activities planned for the following month.• Organizational Assessment and Team Roles: Clarify the appropriate role of the project delivery team within the MPO’s regional mission and legal authority.• Develop Organizational & Staffing Plan: Identify capacity, legal, and procedural gaps associated with performing project delivery–related responsibilities.• Define staffing needs, job descriptions, and minimum required qualifications.• Identify internal capacity–building and/or consultant support strategies• Develop Program Processes and Procedures: Develop detailed procedures outlining how local government sponsors can submit projects and enter the regional project delivery pipeline(e.g. Call for Projects).• Graphic or visual representation of the project selection and initiation process.(2) All questions must be submitted no later than October 26, 2026.(3) A non–mandatory pre–bid meeting will be held on October 21, 2026.
