(1) Vendor needs to provide staffing, operational and administrative support service to the government authority located in Vallejo, CA. – Provide comprehensive staffing, operational, and administrative support for the agency.– Administer and operate federal, state, and local housing and community development programs in compliance with all applicable regulations. – Services shall include staffing and management for the Housing Choice Voucher (HCV) Program, Project–Based Voucher (PBV) Program, HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG) Program, and related special programs.– Tasks:• Provide full–service operational and administrative management of the housing and community development department.• Provide full–service staffing and administration of the housing authority of the agency, including all program operations and participant services:– Housing Choice Voucher (HCV) and Project–Based Voucher (PBV) Administration.– Inspections and compliance.– Customer service and program support.– HUD reporting and regulatory compliance.• Staffing plan requirements: provide sufficient qualified personnel to fully operate the department and housing authority functions for full–service operation and an optional task to include partial staffing and phased in consultant services in all identified tasks within.– Interim executive director / department director– Program managers– Housing specialists– Eligibility specialists– Inspectors– Fiscal analysts– Compliance specialists– Administrative support staff• Transition and continuity of operations plan: provide a transition plan to ensure uninterrupted delivery of housing services from start of contract to optimal operations(2) All the questions must be submitted no later than August 7, 2026.
