(1) Vendor needs to provide software solution and technical assistance service for support permit streamlining software. – Permit Streamlining Software, including software discovery, development, testing, deployment, and ongoing support.– Software Discovery, Design, and Technical Specifications– Permit Streamlining Software Development and Validation– Permit Streamlining Software Launch and Deployment– Ongoing Software Support and Maintenance– Technical Assistance, including stakeholder engagement, training, resource development, regulatory support, and heat pump permitting–process improvement.– Stakeholder Engagement and Technical–Assistance Needs Assessment– Agency Permitting–Process Improvement– Stakeholder Training and Education– Online Heat Pump Permitting Resources– Design, develop, deploy, and support a functional heat pump permit–streamlining software product that allows for permit processing automation without human interaction under nominal conditions (i.e. no missing or incorrect information).• Conduct a discovery and needs–assessment process sufficient to establish the functional, technical, regulatory, security, and operational requirements for the software.• Engage and collect feedback from permitting agencies, including chief building officials, permit technicians, inspectors, and information–technology staff within Ava’s service territory and, as appropriate, other California jurisdictions.• Engage and collect feedback from contractors, code experts, and other relevant software users and stakeholders.• Assess participating agency’ existing software, data, integration capabilities, information–technology requirements, accessibility requirements, and cybersecurity requirements.• Incorporate relevant findings from agency process–improvement and technical assistance activities. If Scope A and Scope B are awarded separately, then the selected Scope A Consultant shall coordinate with the selected Scope B Consultant.• Deliver technical specifications to Ava for review and approval.(2) All the questions must be submitted no later than November 4, 2026.(3) Pre–bid webinar will be held on October 30, 2026.
