Eaton Wash Stormwater Capture Project - Engineering Design Services

Description
The City of Pasadena is leading the development of the Eaton Wash Stormwater Capture Project (Project) to continue the regional scale progress to achieve pollutant load reductions for Bacteria and other priority pollutants in the Eaton Wash, Rio Hondo River, and downstream Los Angeles River. This project proposes to divert dry weather and stormwater flows from Eaton Wash for treatment through a series of vegetated treatment ponds prior to capture in a subsurface storage reservoir. The site is on public property owned by the City of Pasadena and is located within the Rio Hondo watershed. The drainage area for the project is approximately 10,254 acres and is located within the City of Pasadena (15.6%) and the County of Los Angeles (84.4%). The Project is intended to intercept a sizeable portion of stormwater flows from the adjacent Eaton Canyon Wash partially managed by City of Pasadena. A drop-inlet structure is proposed across Eaton Wash on the upstream side of the parcel. A subsurface storage basin infiltration best management practice (BMP) is proposed at the Project site to capture stormwater from the diverted drainage pipe. There are two potential sites that can meet the City's goals. The Primary location, located at 159 South Kinneloa Avenue, is a 128,737 SF parcel that abuts Eaton Canyon Wash to the west, a commercial development to the north, and an urgent care center to the south. It is currently an un-developed site that is used by the City to store concrete k-rail and crash cushions with approximately 55,000 SF of improvable space. The site is also a known brownfield site. Previous soils testing reports and evaluations are provided in the Attachments for reference. The Secondary location, located at 3160 East Del Mar Blvd , has approximately 80,000 SF available land for improvements, that is surrounded by an urgent care to the north, Eaton Canyon Wash to the west and a Boys and Girls Club to the east.
