(1) Vendor needs to provide water treatment plant improvements construction manager at risk services to the government authority located in Phoenix, AZ. – Provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for improvements to the agency’s water treatment plant treatment processes, and critical treatment plant components and facilities. – Provide pre–construction management services during the design phases of the project and may serve as the general contractor during construction of the project, if it is determined to be in the agency’s best interest.– Evaluate the treatment processes and critical treatment components and make recommendations for prioritized plant improvements and operational procedures.• CMAR design phase services:– Work with the agency and consultant through the design phase.– Participate in regular scheduled project coordination meetings.– Perform exploratory excavations in the areas identified by the consultant and/or CMAR, as needed.– Provide detailed independent cost estimating that reflects knowledge of marketplace conditions.– Provide project planning, sequencing, and scheduling for construction and make scheduling recommendations through the design phase.– Provide value engineering and constructability analysis at each stage of design.• CMAR construction phase services:– Serve as the general contractor during construction.– Construct the project per the approved design plans and specifications.– Coordinate with various agency, including utility companies and other entities as necessary.– Provide access to existing businesses and residents during all construction phases.– Arrange for procurement of materials and equipment as required.– Schedule and manage site operations.– Manage all construction related contracts and subcontracts.– Provide all testing, quality controls and associated testing, including material and compaction testing and other tests as required by the construction documents.– Bond and insure the construction.(2) Pre–bid conference will be held on September 22, 2026.
