(1) Vendor needs to provide investment advisor services to the government authority located in Texas.– The Authority may maintain funds in operating accounts, debt–service–related accounts, capital project funds, reserve funds, construction funds, and other accounts subject to differing investment horizons, liquidity needs, and restrictions.– The Authority manages funds associated with its operating activities, capital improvement program, debt service obligations, reserve requirements, and other restricted and unrestricted purposes.– Review applicable investment restrictions in bond ordinances, trust indentures, loan agreements, reserve agreements, and other governing documents when requested.– Provide timely, independent recommendations regarding purchases, sales, maturities, reinvestment, and portfolio positioning.– Assist Authority staff with the development and periodic update of cash–flow forecasts.– Identify projected funding requirements for operating costs, debt service, capital expenditures, reserve requirements, and other obligations.– Portfolio yield, benchmark yield, unrealized gain or loss, and performance relative to applicable benchmarks.– Portfolio allocation by investment type, issuer, maturity range, and credit quality.(2) All the questions must be submitted no later than October 13, 2026.
