(1) Vendor needs to provide technical education service to the government authority located in Washington, DC.• Reduce misconceptions about industrial hemp versus cannabis and position agency industrial hemp fiber as an eco–friendly, high–quality alternative to linen and other traditional fibres.• Increase awareness among Indian textile manufacturers, importers, distributors, and buyers of the attributes of agency industrial hemp fiber (quality, consistency, variety, sustainability, performance, price).• Improve Indian trade knowledge of best practices in sourcing, testing, processing, and international quality standards for industrial hemp fiber and yarn.• Establish business relationships between the U.S. industrial hemp industry and influential Indian textile industry members who can act as local proponents for increased U.S. hemp fiber market access.• Support agency follow–on trade servicing, policy engagement, and export development efforts in India.• For in–person events, secure the venue, A/V, on–site production, translators, moderators, and any temporary staff. For webinars, provide the streaming platform, technical production, registration workflow, and post–event playback.• Design and execute an outreach and recruitment strategy sufficient to reach at least 150 unique qualified Indian textile trade or industry members across the full one–year program (combining in–person attendance and qualified webinar registrations).• Delegation travel is intended primarily for NIHC representatives to attend existing Indian textile industry events, trade shows, and conferences (e.g., Bharat Tex, India ITME, Techtextil India, Textile Week events, or comparable platforms) for market development, stakeholder engagement, and networking purposes(2) The contract period will be for one year.
